Like fuck it is, all CGI in mainstream is plasticky, ultra colorful abstract shit, the only realistic CGI movie in recent memory was fucking Rango. Animators are pussies and producers are jews and nobody has it in them to make a gritty, realistic animated movie.

Photorealistic CGI is overrated. It's the kind of thing that people bash live-action movies with all the time. Pixar's mandate is to be an animation studio first, not a VFX house. The amount of effort put into making a cityscape look cartoony trumps any attempt to make it look photo-real.
