Love this topic, basically it would have to be someone who is strong enough to last the journey to mordor, but someone who is not too powerful or ambitious that the ring will tempt them. Even people who are morally good will think "Well I can use the ring, and do good with it" and therefore will not destroy it.

Daily reminder that the ring corrupt faster the more powerful the user is, that's why Gandalf refused to carry it and insisted on using hobbits for the job rather than one of the human soldiers. Aragorn was aware of that and refused to carry it as well when Frodo asked him to take it.

And the important thing is, even as simple and gentle as frodo was, even he couldn't do it. he couldn't destroy the ring. It was smeagul falling into the pit with the ring that ended up destroying it. So it would have to be someone even more good and gentle than frodo.

You just cross-reference the list of characters too stupid to be corrupted with those aided by narrative convenience. Spongebob, Philip J. Fry, Wacko from Animaniacs, Master Shake, and plenty of others could all make it to Mount Doom in the course of an episode.
