Every Batfag claims that he's a good character because he's an underdog so writers have to bend over backwards to try and make him appear weak while still being able to defeat gods.
The appeal/glory of Doom is that he's a man who came from nothing but aspired to kill gods.
At the heart of it, one of these character is better sorted for stories that are more grounded and the other character works better in fantastical stories. Because of this it makes more sense when one of these characters can accomplish fantastical things.
