Batman is only said to have made Gotham worse by OC mouth pieces of shitty writers who feel like Batman has to be "taken down a peg" as a character and it's usually reconciled in subsequent runs by competent writers who go out of their way to show Bruce making Gotham better if only for a while before madness comes back to town.
Hal wasn't even GL at the time of that crossover, Kyle was a fucking rockstar hero at the time tho.
