DC allowed Luthor to be president after he managed to shift all his past crimes on his son/clone/whatever. And he managed to do a good job until editorial mandated that he go crazy.
Marvel let Norman Osborne be head of SHIELD/HAMMER because he killed the Skrull queen. Mind you everyone knew what he did and he paraded a bunch of villains in the costumes of superheroes. He then spent most of his time hunting heroes down harder than Tony ever could and blew up Asgard after he went crazy.
