No, prog punk and post punk are not the same things. all prog punk is post punk, but not all post punk is prog punk.

It's a progression of rock combined with a degression of rock, which is just rock.
Unless prog punk randomly switches between progressive rock and punk, which would be interesting.

Someone tell me if I should include Wire? I've only heard their debut. I wouldn't know how much progressive rock-theory is included in their second and third albums.
I left out Drive Like Jehu because it goes too much into post hardcore territory and pure post-hardcore is kind of cheating.
Not all art punk is prog punk, though most do have some prog elements in them. I'm looking for the purest concoction of just pure punk mixed with pure progressive rock, if that makes sense.

No, it'd be more complicated than that. Prog Punk is the simplistic sound of punk combined with the mathematical intricacy of Prog rock. Marquee Moon, The Greatest Gift, Wrong, and Sing to God are in my opinion the best albums that represent this blend.
