Bowie has the most artsy fartsy stuff but honestly his music isn't catchy at all and his voice is by an insane margin the most annoying/geeky of the four. So he's the bottom.
Prince arguably is the best of the four, but the production values on his stuff hasn't aged well at all which just makes it not as interesting today. So he's above Bowie.
It's tough between Elton and MJ. Elton's released a higher quantity of good shit that has aged well, but MJ has the higher highs of good shit that has aged well. Can go either way.

Elton John was the least influential on other artists, but he also achieved incredible popularity. His 1973 through 1975 run was unbelievable.
Prince, Bowie and Jackson were more influential on other artists than Elton, and Jackson even eclipsed Elton in terms of commercial success.
While I don't like him personally, and I largely don't care for his music, I will vote for MJ as "the greatest."

Irrational concept to begin with because artistry is subjective, but if you mean 'most success/most impact', obviously MJ. There will never be an artist with bigger global impact since he was basically treated like a god for over a decade.
