Why is Scaruffi considered respectable for slavs?

Cause Italians are cool, also Scaruffi-core was very influential for Slavic Rock bands.

If you look into interviews with Aquarium (for example), they had stated that TVU, Dylan, Spiritual Jazz and Doors were their big influences. Troitsky also praised Beefheart before it was cool, in a place where finding a Floyd record was hard. You also have Zvuki Mu and Letov who were both interested in outsider music and forgotten Garage Rock records. Even Tarkovksy, took part in listening to Space Rock and Krautrock back in the day. Basically, Scaruffi-core was the norm back in the Leningrad Rock Club days.

Because Tsoi didn't do anything new nor did he improve on anything. The only reason you'd prefer them is if you're an old ex-soviet and you're nostalgic over an icon who represented repressed western ideas or you fetishise the exotic soviet aesthetics which a lot of retarded americans love to do. The band was more than Tsoi, and I like the band because of their Guitarist Ury Kaslaryan, who has a great gritty guitar tone I could never find in British Post.Punk.

Historically, I agree. However I find the melodies they wrote far superior to the one's JD wrote. I can sing at least 10 Kino guitar melodies, and no JD ones. Why? Because Joy Division lacked in the melodic department. All their songs can be grouped into three categories. 1) Simplistic 3edgy5 you Minimalist pieces, 2) Fast dark Punk 3) Ian Curtis doing shit and some guys fucking around in the background.
The only JD song I can say is on par with Kino is New Dawn Fades, whose main hook they stole from Black Sabbath (so fuck off with the Rip-Off allegations). Now, I can sing the opening melodies to "Spokoynaya Noch" the ending riff to "V Nashih Glazah". Nobody in the British Post-Punk did that. There were some other bands like The Churches who were good at that, but you don't make a case for them. Kino wrote hooks, Posledniy Geroi is a Pop masterpiece, a song JD or New Order could never write.

Mood. Kino was never an edgy depression for white kids band, look into the lyrics or just feel the mood. "Boshentunmay" is a catchy Reggae tune, "Posledniy Geroi" is an inspirational tune, and "Peremen", well we know. JD never branched out of faux deep dark romantic sadfuckery that I personally have a low tolerance for.

might be, but it spawned countless great bands/artists. I think that the Eastern-European 80's scene was the last true great DIY scene. Kino are one of my least favorites from the scene, but they still made some great tunes. Not all though, I think that Tsoi and Letov are both overrated and there countless better artists in the scene, but they aren't downright shit.

That's great except Joy Division objectively brought more to the table of the musical landscape than Kino did (which was directly influenced by JD in the first place), JD's lyricism wasn't an act and to imply otherwise with all the hindsight is just utterly retarded, and your point on melody is utter bollocks. Whether Kino was more than Tsoi or not is irrelevant, Tsoi (Kino) was a cultural phenomena first and foremost, the music second.
