Beatles were influential and yet their music was mediocre. Influence is an objective quality of music that isn't entirely based upon the content itself.
Innovation is the most important quality of course, and TMR did nothing but that. Probably why you didn't mention it. The Shaggs had little to none.

Shaggs are only interesting as outsider art. The fact that they accidentally found a sound people hadn't come up with before is nothing but an accident of history.
