Nah. Lots of great songs but it doesn't really have an identity.
I guess that's a fair criticism. Vice City's radio picks were THE perfect slice of 80s radio. If we're taking that music/video game synergy into account, Burnout 3 has a very good list too.

I always resented the fact that the GTA game with far and away the best aesthetic and soundtrack was also one of the most broken and outdated games in the series. Here's hoping GTA VI goes back to Vice City. inb4 never played VCS

San Andreas radio was better.
Vice City to this day feels like such a fully realized city, but the inability to move the camera while driving, climb over walls, swim, or move while shooting or crouching made it such a difficult game. Still, there's nothing like the feeling I get while playing it. Just existing in its world is an absolute treat. San Andreas obviously improved on everything when it game to mechanics and writing, but it just doesn't have that feel.
