ESP and Ibanez put out a ton of garbage. Not that it isn't aesthetically perfect with nice shiny level frets but you'd have to pay a guitarist to actually use any of that.

By ESP I assume you mean LTD? the low end LTDs are pretty much all not good. the higher end ones are very passable, I'd gig one easily along with used Gibson Studios/Studio Plus's all day.
How do I learn to play guitar? Anything I need besides pic related, a strap, a case, some picks, an extra set of strings, and I guess a capo? Should I get some kind of scale book or exercise book or just watch some videos? I can sort of remember how to read music and stuff, but I haven't touched any instrument in like 10 years.

I gained the most from picking up a guided program with audio examples.
Try to find one related to a kind of music you like. By the time you're done with it you'll know some basic chords, scales, and licks related to that genre.
If you just buy the grimore of scales you wont really know what context to use them in. Shoot for genre mastery first, and when you get bored of it, try just learning a song from tabs every once and awhile.
Ignore shitposters like this, they hang out in this thread, never post their work and are generally worthless as people. The best responce is generally, "fuck off shitposter, you'll never make it." Because they wont.

i have never, ever seen someone play with a beautiful clean tone using a metal guitar. ever. it's always dull and thin. it's not the pickups because i can put the same hot rock humbuckers in a gibson les paul and play it like an acoustic and get a good sound.
