Why is this considered by many as nu-metal and not alt-rock?

Tool is progressive metal and was no where near as popular as SOAD honestly. SOAD had 3 massive mainstream hits with that one album that are still being played to this day, but you can't sincerely say any of those songs were nu-metal in the way that something like Limp Bizkit or Linkin Park were.

Why isn't all metal classified as nu metal? I think it should be, at least for a little while. Maybe after a year or two passes, a nu metal album becomes ol metal.

This is not alt rock, it's alt metal for sure. I've never understood how SoaD is considered nu metal either though.

To be fair, it does contain some nu metal tropes, mostly the down-turning and guitars being heavily focused on rhythm, this is especially true for debut where there isn't much of focus on melody on most of the tracks but on rhythm. The more they went on the further they distanced from it though, started to even having guitar solos in some of their songs and having more melody in their songs.
But even then, what mostly seperates SOAD from Nu-Metal is the fact that their song-writting is pretty experimental with a lot of their songs having sudden tempo changes pretty frequently and there are plenty of odd time signatures and time signatures changes, the best example of this is Question! Which utilizes four different time signatures in its 3 minutes.

Also, another fact I forgot to mention is that there are also different reasons, but they have not much connection to their music;
SOAD would often play with Nu metal bands on live shows and would keep in contact with them, that alone connected them to Nu Metal in one way or another, it's also the fact that they were another bands which were making popular Metal songs, popular Metal singles which were played alongside other Metal songs, other Metal songs at that time being Nu Metal which also kind of blended them into the genre they didn't really belong into.
