This is big question.
Locrian itself cant really be a modal center unless it has no harmonic motion. This is because the diminished 5th destabilizes one of the primary harmonics in the harmonic series, one that our ears use to sense a key or tonal center. As a result the only thing in locrian you can have a is a drone or i° playing the entire song, the only band I could see doing this is probably someone like swans, gy!be, or nin.
However the locrian scale degree chord is very beautiful and stands out in pop music but in jazz is very common and has a striking feel of tensions.
Basically the way for something to sound at rest is for it to not be 'away' and locrian is one of the most 'away' tonal centers you could have.
Also locrian doesnt simply not sound good, dissonance doesnt make something bad, music often isnt that simple.

For sure. Some genres of medal do employ a locrian sound to express harshness. You can pickup on it when a song sounds as harmonically unstable as it possibly can.

Also modes are even more powerful than style to evoke a sound, they set the foundation harmonic background for everything else that builds.

I feel like this is over generalizing. For example, most flamenco is in phrygian, but I wouldn't say that it sounds wicked. And I've always thought that the major scale can sound melancholy, especially if you use a lot of major 7 chords. It's all about how you use the modes I guess
