Less explicitly political than 2pac's stuff, and Ice he's related and close to a lot of people in the Black Panther Party, Ice Cube comes from a different place politically and philosophically, being NOI at all

The title of the video literally says unreleased user. Of the songs they put out in their lifetimes 2pac was the one going for the aggressive image.
It's tough for me to decide on just one. 2Pac and Biggie are both two of the all-time great rappers, and their contributions to music cannot be denied. However, at the end of the day, I would ultimately have to say Biggie in terms of flow + songwriting.

Biggie said he was going to "throw gats to Mayor Guiliani" on junior mafias album. Also rapped about robbing pregnant women, which was censored by his label on the explicit copy of ready to die. Biggie was no less brave and bold with the shit he was willing to say in his music than pac.
