Not him but I think they really wanted to give a female artist a 10, before this point they'd only given them to white men and one black man.

all of her stuff rates highly, giving an artist that's been critically acclaimed their entire career a good score would be a terrible way to get attention. most of their reviews of her are 9+, one that's similar quality to the rest of her work getting a slightly higher score isn't shocking.
giving it a shit score would be a much better way to get clicks or be seen as controversial or whatever you think is going on

If you think it was mainly for attention, why would they choose a safe pick to give a 10 instead of giving a really controversial one a 9.5 or some shit? They thought it was slightly better than the rest of her work, so rated it slightly higher, there's no need to come up with dumb conspiracies.

The last 10 review was 12 days ago, though it was a review of an older album. I don't know when the last non-classic 10 review was, but I don't know when the last album I'd call a 10 was either. I don't think I'd give this a 10 personally, but I mean in general. It's definitely going to stand out, but it's not going to bring them any more attention than other places that don't give perfect scores out much, and it's not unexpected they'd give her close to 10 at the very least.
