Death, Ihsahn, Gojira, Cynic, Ne Obliviscaris, Leprous and Thy Catafalque are all great bands. Tech death and thrash bands are prog from a songwriting perspective but prog is almost a derogatory term among death/thrash fans so bands actively avoid the label. Even traditional heavy metal bands like Iron Maiden and Helloween have some great proggy songs. I do admit that the genre has some of the hottest garbage out there but so does prog rock.
"Prog" is a pretty vague descriptor for music. Most usually it just means "odd time signatures and long songs without typical structure" which is a very easy thing to abuse and fuck up if you're not actually tasteful about it.
I actually like some prog metal but no prog rock because it generally doesn't have the punchy mean guitar edge that I like in rock music, but the "prog metal" I do like is not very progressive in my mind....just sounds like regular heavy metal but with slightly more adventurous musically.

Because prog bands were "prog" in the seventies. Let's subvert the rock musical form by introducing some classical elements, let's make symphonic ballads, let's create sonic assault, whatever, great. That's progressive when we are in the early 70s.
"Prog" metal just copies that style 30 years later. Among prog metal aficionados on /r/progmetal the criteria for something being "prog" is
1) songs more than 5 minutes long
2) polyrythms, tempo changes, weird time signatures

Opeth is pretty much proof of the opposite. Their Metal records are Masterpieces yet their rock stuff is just meh even though it's basically as good as prog rock gets.
I'd say that Prog > Punk > Metal, but obviously only at their most sincere.
