He feels unstable and like a mess, he can't keep himself still due to anxiety, both mentally and probably literally too, he literally opens up the song with "getting a little erratic here".
Awesome as fuck song though, that chorus goes in hard, With_Teeth is a pretty aggressive impactful record, pretty accessible still, one of my favorite NIN albums.

There are maybe 4 or 5 really good songs on this album. The rest are forgettable.

I'd say all songs are great.
Trent was always a clumsy lyricist for a long time, Wth_Teeth has some amazing lyrics on it though with few clumsy lines, I think the entirety of Right Where It Belongs is amazing for example.

I am a filthy fanboy with probably a lot of bias. But this is how I honestly feel I could go on with millions of paragraphs justifying each album rating, I do not believe I will ever love any other band quite like I love Nine Inch Nails

If you're going to pick an artist to fanboy, there are few better choices than Trent/NIN. He is like a David Bowie of Generation X.

I agree as also a big Bowie fan, I'll even go step further that thus far Trent has been more consistent than Bowie as he hasn't released anything like say Hours or Never Let Me Down in my eyes, then again for the longest of times Trent wasn't quite as prolific as he is now so that is probably unfair to Bowie who's been far more prolific for majority of his career.
Bowie knew himself about the longevity of Trent's career, I remember him saying he'll be here for a long time.
Honestly, the more Trent works the more I have respect for him as an artist, he could probably abandon Nine Inch Nails all together right now, he and Ross get so much soundtrack deals it must be making them far more than NIN albums ever could have. The free release of Ghosts records also feels somehow more meaningful than the free release of The Slip for me as well. As it's insane amount of material all for free.
Sorry for fanboying hard, the only proof I can offer that I am not blindly sucking cocks is that I can't get into Hesitation Marks as much as his other works, not calling it bad. But I do feel like he struggled to have something to say on that record and that it has a little clumsy track list flow.

Hesitation Marks is my least favorite too.

Hesitation Marks was him getting back into the NIN game, so it feels clumsy in a few places I guess, he got motivated to get back to NIN after he was making singles for "Best Off Compilation" which were "Satellite" and "Everything".
There are some amazing ideas on Hesitation Marks, it has a pretty rich soundscape, but it lacks a lot in energy and the use of drum machines can feel little monotonous, it lacks a lot of oomph and feels far too clean.
