Not just a mainstream album. Nirvana got a ton of MTV play, radio play, press coverage for their music, etc. Teens in the early 90s ("xennials") looked up to Kurt as a substitute father figure. X had very little of that. His popularity was mainly limited to streaming and social media, with the press only reporting on his legal issues.

The point is, X isn't going to be remembered in the same way as Kurt Cobain was, because the move of the music industry to streaming entails the cultural death of the rock legend (as they say). Cobain has been elevated to "legend" status because he was able to have a profound cultural impact on an entire generation of angry, disillusioned youth. His legacy continues to make money because his spirit hasn't really died at all. Meanwhile, X's fame was more of a fad (if that makes sense), something based 90% on the hype surrounding him rather than his actual music (which sucked when he went mainstream). None of his albums left the kind of cultural impact that Nevermind did.
