It's not really, she got a massive boost because The 1975 and their record label Dirty Hit liked her and started selling her to their ready-built fanbase and she snowballed from there. Other than that she's just a fairly typical british indie zoomer girl.
It's not necessarily "planned or fake" that's just how zoomers act. They are the post-ironic meme generation so there is an air of inauthenticity to everything they do.

Like I don't think those of us who are a bit older really get it. 21st century kids don't have that sense of being "too cool" for things like there was back in the day, there isn't really a thing of "indie cred" anymore where it's considered uncool to profess your love for something overtly. The zoomer generation are unashamedly a bit cringey and inauthentic, they have a lot in common with gen x in terms of values and aesthetics but in other ways they are totally the opposite, they do post-irony and aren't ashamed about appearing corny.

It's not inconceivable at all that she is actually a massive fan of pavement. She was born in 2000 so her consumption of music has likely been done entirely in the internet era. Any zoomer with an internet connection can start streaming pavement's entire discography in a few clicks. Why is it so unfathomable to you that she might have just discovered pavement or youtube or spotify a few years ago and been wowed by it? It's not the 90s anymore, you don't have to hang out in obscure record stores to find out about the cool bands.
It's also very usual for artists to be inspired by a "higher level" of artists, one or two steps above themselves. Eg. Coldplay being inspired by Radiohead, Radiohead by Sonic Youth. Artists tend to make music that is influenced by more challenging work, but ends up being more accessible and pop-adjacent than their influence was.
