I never reported, as it's not that bad. The thing that really pisses me off about it, is that if a cop knocks on my door, I answer, and they smell it, they have probable cause to enter and search my property.

Have you considered confronting them before calling police? Most smokers I know tend to cool it down when asked because they don’t want the cops being called. Just suggest they hit snaps and use a sploof so it doesn’t stink up the whole place. You have a better chance with compliance if you act like you respect their choices as people (even if you don’t). Also, calling the cops might piss them off if they know or found out who made the call. When I ask someone to stop doing shit that annoys me, I act like I get them and even do that stuff myself because they won’t feel as defensive and they typically comply. If they don’t stop smoking or are assholes when you do ask, THEN call the cops.

No I get where this guy is coming from. Lots of people are making assumptions about you here. I had a meet door neighbor whose dogs wouldnt stop barking day and night. I wasn't getting any peace. I left a note at their door about excessive barking and friendly suggestions on how to deal with it that the humane society wrote. It was anonymous. Maybe you can leave a note user, and come from a friendly angle. Leave them some solution suggestions like a smoking filter. It's a good start. Then if it's still stinky after a couple weeks (I'd give em some time to get what they could to fix it cause of pandemic, slower shipping if they order something and all that) and it might just get solved. I get where you're coming from, we live where pot is legal and some neighbors smell wanders into our house sometimes but thankfully not too often.

He used to complain to our landlord about all kinds of stuff it got to the point the landlord and me would laugh about it.
So me and my roomate on 2 occassions superglued his locks late Saturday night so he would have to kick the door in then we would call the cops about a burglary. Cops would come a find a drunk sperg with a kick in door and theyd harass him till god knows when.
My room mate slashed his tires after a paticular whiny afternoon the fucking dude blamed it on black ppl in rhe neighborhood.
