It was at first, 35 years ago. But since then, you can hit the specs you need to and still design like you give a damn. Automotive designers gave it up because it's too hard to do that while using existing tooling. No one's going to spend the money to retool completely, so every fucking car is based on the same dozen chassis, not because regulations force everyone to build every car on a Dodge Neon, but because it's cheaper to just endlessly throw ill-fitting bodies on top of all the same parts the plebs aren't paying attention to. MASSIVELY, MASSIVELY cheaper, than designing new cars from the ground up. Any pleb can design within the US's weak ass regs. Certainly after 3 decades.
Car companies are risk-averse, so they don't allow star designers like they did in the 60's and 70s, which produced products designed around a coherent aesthetic. Nobody wanted to be in the hot seat when a car didn't sell, so design teams started the design by committee approach which continues to this day. Add to that, americans live in atrocious shitboxes and dress in trashbags, so car companies don't spend on challenging designs, they design turds, and bean counters in fucking accounting end up making the decision, to keep the shareholders regularly sucked off, because that's the ultimate customer, the shareholders handing you money for nothing, not the fuckin customer buying your jalopy. So every year we add a jaunty new contour to the headlight or fascia, these fucking assholes consider that good enough. We design turds, and people buy turds, so brass thinks turds are good enough, because people buy turds, so we design more turds.
