you're getting it wrong. a lot of repubs believe yes there's fraud and abuse but the democrats do it worse and its the only way to get back at them. like those kids who cheat in counterstrike to "get back" at cheaters. except there's a whole party of them and they think everyone else is cheating like them instead of reality of being 1 or 2
