Restaurants are required to top up tipped wage earners to minimum wage if they're not tipped sufficiently to meet minimum wage. There are cases where this doesn't apply but for the most part, this is the law.
Now, of course, many if not most restaurants in this position are going to be cooking the books to over-report tips and under-pay workers, and workers are going to be underreporting tips too, but this isn't a problem with tipping or not tipping, this is a problem with the way wage laws are enforced.
Given taxation is usually the government's priority, and it's really hard to reliably track and tax tipped jobs, it's amazing governments haven't pushed hard to eliminate tipping.
