every pic is different but most cases use these first steps to get started:

mask what you need so you can use a histogram, and then use camera raw filter to correct for white balance

lighten shadows and blacks, lower highlights and whites, and then tweak exposure to reveal the most detail without clipping

then back in Ps, use a levels adjustment layer to stretch whatever information is inside to the full luma spectrum

tldr: mask, camera raw, levels
