Why? Well, that's because you'd have no reason to do that.

In my country, child rapists would be killed per the law. It's as simple as that. We'd do extensive investigating ton confirm that this person is indeed a predator, then kill them.

You're vigilantism would be unwarranted. There wouldn't be any evidence because if there was it SHOULD have been given to us. The ONE reason someone wouldn't give us the evidence and take matters into their own hands is because they aren't killing the villain, they're killing the witness.

Most likely, I'll ask to see a picture of the guy. If he looks like he might be a child rapist, then I'll decide that my country doesn't need him around and you've got my permission to go after him. If you need any help, I'll get some of my guys to flush that creep out for you. But as the dictator, I'm probably not going to be in the mood to really investigate for real proof unless the guy doesn't look like a child rapist.
