The weight in both is essentially the same, as long as:
(a) the beakers are identically manufactured
(b) the water level in each beaker is identical
(c) the hollow pingpong ball and the steel ball are an identical size - that is, they occupy the same volume of space within the beaker

The weight on the left will simply be equal to the weight of the water in the beaker, which will be slighlty less water than would have fit within the beaker if the ball wasn't there.

The suspension of the steel ball means that its weight does not add to right side of the scale, so the weight on the right is ALSO equal to the weight of the water in the beaker, which will be slighlty less water than would have fit within the beaker if the ball wasn't there.

The one on the right will weigh less and the scale will tilt left. The reason for this is because on the left, you have ball + string. On the right, the ball will float (presumably, because the left one floats), and will contribute to the weight of the right side. The string will still be to some extent supported by the little tower thingy.

But in reality I think the weight of the string displacement is so negligible that it will balance out.
