NY and with the additional $600 per week I'm basically getting $275 more per week. So what is the incentive exactly to want to go back asap when the business calls back everyone from furlough? We have 150+ workers and 99% of them were making about $400 or less per paycheck ( I do HR/payroll), now they are making probably $700-750 a paycheck. Aint no way in hell they are going to want to come back and will probably hold off for as long as possible.

I made ~92k last year, but I maxed out my 401k contributions, so my adjusted gross income was below the cutoff. Full trump bucks. Feels nice.
I haven't done too much of the unemployment side of hr, mostly just hiring, and payroll, so this may not be the exact answer. But basically if you are no longer working for the company and you were there for 6+ months or had a poor reason for being fired (sexism/racism/etc), all you have to do is apply for unemployment. The company will then receive a letter from Department of Labor notifying them of the claim and they can choose to fight the claim or not. The company pays 6% (or something like that) of your weekly unemployment check if they lose the case or don't challenge it.

I don't think this is the case. The company would probably send an email/call to let employees know to come back and if you tell them no/not yet, they would probably challenge your unemployment claim. As far as I know the unemployment offices aren't doing any check ins at the moment due to the high volume, so it'll probably be 100% up the company to fight it.
