In that case a commission - or tip would make sense, in any other case that *should* be covered by their wage because no matter how good or bad the waiters are nobody is going to diverge from their basic plan for their food.

not really, a good server would recommend stuff that is not on the card, the specials of the day or something, which are often more expensive. a good service might make customers stay longer and buy more, or come more often.
