It really depends on what charger you are using, and what the source is.
A fast charger (the one that comes with the phone) uses 2 amperes. Most rooms are on an a 20 amp circuit breaker.
So 9 is the safe max, maybe 10 if you turn everything else off on that breaker.

You won't as long as the power strips are rated to handle the same current as the breaker. Once the breaker goes over the limit the whole thing will shut down.
Now.. if you are connected to a 20amp circuit and the power strip can only handle 15amp.. you could go over the limit on the power strip and cause a fire since the breaker wouldn't shut off.
