John GBA with the original BIOS runs perfect on any phone, and you need a Bluetooth controller so you don't have to use the touch screen.

your best option is DesMume and you won't need a controller for that because all the games are touch screen enabled, except for "The world ends with you" which just can't be played on an emulator.

You're better off getting a Vita and hacking it and using RetroArch to play GBA games.

Like some other user said, for heavier emulation your best bet is to learn to use RetroArch but don't expect to play a gamecube game on android at 60fps anytime soon.

A used wii can do play every game that Dolphin can as long as you have 10 minutes to install the homebrew channel and Nintendon't and don't mind it being 480i, which was as good as any Wii or GC game could do.
