Just giving my answer to OPs question. I'm not free of sin here I still listen to the occasional Punk song for nostalgia reasons. Everyone has their own taste whether it's wrong or not
there was a punk band of the same name on WKRP In Cincinnati once, though they made a point of eschewing the fashion and dressing nicely

It's just a 'rebellious' MKUltra corporate co-opt of folk music, except free of any sort of cultural roots. Music is objectively worst tier for actually communicating intelligence or social theory, so most fans are aesthetic masturbators or die from heroin xD.
Most punk songs are shit rambling masked with a few chords to make it tolerable.

the band Wire? of course. they've also branched into post-punk, new wave, pop, hardcore, etc
It would matter as little as any other discovery past its popularity-date. I'm not saying punk was a specific psyops project, moreso that it's very, very easy for agencies to artificially fund and manipulate movements such as the Civil Rights Movement and Abstract Expressionism.
While some want to believe in centralized conspiracy factions, and in your case, dismiss them in believing the former (pure ideology), truth is governments just tend to fund weird ideas they pick up from bad sci-fi schlock. The answers are more complex and often disappointing.
Frank Zappa actually goes over this sort of thing, popularizing music by dumbing it down and introducing image to the mix. It's simply easier to produce.

My only issue with this alvum is the production, which is a shame because it had D.I.s best songwriting. For some reason LA punk bands, notablt Fear and the Adolescents, always had their albums recorded like metal albums and it didn't translate so well. Listen to the live versions of tracks for this one, and both aforementioned bands; s/t efforts, and the live shit sounds way better. imho anyway
