And it's even worse than you stated -- the reason the US failed in testing wasn't just because they didn't buy tests from the WHO or South Korea, but because the CDC insisted on doing it in house. Which is just colossal statist arrogance, because the CDC doesn't usually make these kinds of tests. The expertise for that is in private labs around the country, who not only were banned by the FDA from even working on a solution, but when one lab came up with their own test, they were told by the government to cease and desist.
You're getting better, but you're still seeing this through a partisan lens. Trump certainly screwed a few things up -- his messaging was terrible, for instance. But he also did a few things right, like banning flights from China very early on, and later switching his messaging to taking the virus more seriously. Even more things were beyond his control or left to experts, who screwed up. His response is mixed.

By "letting the virus spread" I presume you mean prioritising herd immunity. This is viable, and is rightly the long-term goal of every government contending with the virus. The science is clear. However, allowing the virus to spread would come at such an enormous short term cost, in the form of an unprecedented tidal wave of resource burden on hospitals etc, that the healthcare system would essentially collapse. That risk is the same in countries with socialised healthcare systems, too. So it cannot be prioritised right now. Herd immunity must be pursued in slower time.

No, that wasn't going to happen. Look, I've worked in planning and preparedness, and participated in a national pandemic drills, starting well over a decade ago. The conclusion of everyone involved is that the public simply wasn't prepared.
Pandemics grow exponentially. That means you need to react immediately, and with very strong measures. It requires shutting down the borders, massive spending on testing to identify every person with the disease and then tracing down every last one of their the contacts and testing them and their contacts and as well, and then enforcing a quarantine.
That's a massive mobilization, a significant infringement of civil rights, and a major hit to trade, and the only way it will work is you do it immediately, when there is only a tiny number of cases.
But in the West, we've had no experience with this kind of thing for over a 100 years. There was no will, no public mandate. There was no way it was going happen. This entire pandemic has been a learning experience, teaching public, government officials, and even the experts in pandemics, what exactly we need to do. We'll have the public mandate next time, but there was no way it was going to happen the first time.
