In fairness (not defending anime's general lack of quality control), rendering a game is entirely different to having to create new frames of animation. Animation is held to a standard of 24 frames per second, with a lot of western animation being 12FPS (or every other frame). Even some of the most amazingly fluid animation of all time is still "just" 24FPS.

Remember that every single frame needs to be drawn by a person, it's not a case of a renderer being able to up the framerate by just adding in more power (though I suppose CG animation could theoretically do that but I don't know enough about that to tell you). If you wanted to go from 12FPS to 24, you'd literally double the development time of your animation, and the gains you'd get from that may or may not be worth it depending on the scene in question. That animation I posted above is a case where the director wanted the entire thing to be 24FPS while staying extremely high quality, and it led to the project being in development hell for a quarter of a century until some corporation bought out the rights and hastily finished it.
