Well, for a lot of western Europe, the numbers are only those tested.
The dead aren't always tested and it's only the worst cases that show up in the numbers.
In the Netherlands for instance, the plan is to record only numbers involving intensive care.

The cases stats are irrelevant though, because only risk groups and health service personnel are being tested, and there are societal spread at this point. The amount of actual cases are most likely substantially higher than that.
