No, 12 years is reasonably common. But it's usually the VP riding on the coattails of a popular president, like Reagan-Bush. In 2008, Bush2 was close to the bottom of his popularity, and Cheney didn't run, so that was out the window. But McCain did better than he should have, with all that against him.
