Those are not the consequences you referred to. The consequences you referred to are the consequences of moral choices and are not universal. If I steal I will most likely face no consequences unless I'm caught. If I'm caught the consequences will depend on who caught me and the choices they make, if I'm caught by someone who abides (by choice) by consensus (not untiversal) rules in this country I may go to jail. If I am caught by the same in Yemen I'll lose a hand.
