There is this thing called 'tenant rights' and while I agree you should absolutely be allowed to cut the power if you have a non paying tenant, you're not allowed to in many states. This is one of the reasons why it's preferable to have separate utilities for the tenant so you're not in this situation. Stupid the power company can cut utilities but the landlord cannot.

Therefore, it starts at the top. If the banks won't defer payments, then yes I expect the whole house of cards to collapse. Otherwise, if the bank offers deferments, then that should be extended to the tenants as any landlord that doesn't is an idiot. Many states are passing laws saying you can't kick people out during this time anyway. The best you can do is try to mitigate the damage to yourself as much as possible. Kicking people out isn't likely one of them.
