Actually a really good idea. Put pressure on the tenants at first that you need their rent enough that there are arguments and bad blood, then start a fire in your office or somewhere which would look like one of your tenants started it.

This will hit everyone in some way. We all need to accept to fall short to ensure survival. Rents won't get paid, may need to eat plain foods. Assume each tenant pays at most 30% of their wages for rent (that's the recommended max quantity). You have 22 tenants, meaning you have the equivalent of 6 average salaries.
You are telling me that with that, you only have for one month of emergency funds for five tenants? What if one property or two properties require repairs and cannot accept tenants? What if you have some bureaucracy issue that disallows you from having tenants from a month?
In the end, there's a major difference. Your tenants need to live somewhere. You, however, did not need to work as a landlord. The same way they don't have a guaranteed job, you don't have one.

If mom and pop are living without any money reserve for themselves (at least 6+ months), yeah. Anyone who has been able to save that money and doesn't have it is pretty irresponsible, and if you have 50+ employees it's highly probable that at least at some point you had the capacity to save that much.
