Are you new to the internet? There have been publicized cases of LEA using hyperlinks to nab people. It didn't matter whether they dl'ed any content because the hyperlinks were unambiguously for CP.
It's one thing to come across cp on an imageboard or social media. Happens all the time. It's another to actively pursue it.
