Not sure from where in the US, but I had an English teacher who had an accent that sounded like every fucking sentence was a question. Like, every single one. Questions were questions. Statements were questions. explanations were questions. At the end of the class, I was going nuts. It's not even my native language and still it was annoying to no end. I've heard it a couple of times since, listening to Americans speak, but never managed to pin down from where in the US this lethally annoying accent comes from.
