After a few months they give you your money back and it turns into a normal credit card. Anybody can get one, it's a really easy way to build your credit score when you're just starting out.

2018 returns were filed in 2019, 2019 returns are yet to be filed (in 2020). So 2018 filings are the most recent return records we have.

They could, of course, just use payroll tax records from employers this year and use something potentially more up-to-date, but I'm guessing they're relying on old rebate systems to do the neetbux check that rely on return records to expedite the process.
