The problem with payroll tax cut is that it would take months for the recipients to physically get 1000 (ish, if that's the end amount), when they want to do this stimulus now. I mean, you can throw that out the window because it fits your narrative, but what it says to reasonable people is that this is a windfall for those who report taxes, period, not "every person" or even "every adult".
