You could specifically design a doll with breasts intended to have a removable and refillable "module" fitted, sure. I don't expect that would be very difficult. Maybe you could jury-rig something that'd work for a doll with nipples designed to be fuckable. Modifying any other kind of doll might be possible, but I'm not sure how I could do it with my skills and without risking a doll who cost what was, to me, a very significant amount of money.
