It's only a modern invention to think people in the past thought their texts/images were taken as literal interpretations of things. There are very few times where the angels are weird. There are several times where people don't even realize the angels are angels.

Remember that this was also the time where egyptian gods were imagined, and the persian king of the underworld has two snake heads that eat human brains.
Usually though in the case of angels it's also tempered by light and beautiful craftsmanship or other features. You know, cuz Big G's a helluva craftsman.
That said many can appear in human form, and that's the form we choose to think of because it's familiar and comforting.
