Nah, they were pretty much completely rewritten. I’d heard that they were originally meant to be the main antagonists, but no one took them seriously.
As for DS9, it suffers from the same we’re-not-really-sure-what-show-we’re-trying-to-make syndrome, but endure the first few seasons. When the Dominion War gets started, it gets really good.
