Children can't drink or smoke because their bodies and minds are still developing, and introducing a substance that is both toxic and addictive to their system is far more likely to have major life long consequences for say a 13 year old than a 21 year old. Coming from a 29 year old who didn't start drinking or smoking until he was 22 and has sen 20 year olds with worse lungs than me with less years smoked.

I can find the specific studies and a number of them are old.
Most modern studies show that women's "peak" sexual attractiveness is around 16-23 years of age, but many studies do NOT use samples that are below the age of 16 or 18 (for obvious reasons), so it hard to take these studies as the final word on the matter.
