Because GTA is too grounded. Men won't be able to suspend disbelief during the story of the game, if a hot chick woman is running around punching dudes, and knocking them out cold. It just wouldn't fly. It's different in a more fantastical world.

Coomers are actually a smaller audience. In order to grab the larger audience, you have to have mass appeal. Not coom appeal. If Rockstar pandered to coomers, then they would be a much smaller franchise.
