I feel like if we decriminalized drugs, legalized pot, and stopped incarcerating for drug possession/use we'd see a marked improvement of wealth growth in the black community.
Speaking as a former pot dealer (roommate was really the big dealer) who has only been robbed by white trailer trash (in a city that was ~50% black) I'm convinced that systematic oppression of blacks over our history that prevented wealth growth is largely responsible. First improve their ability (and everyone's, including poor whites) to build wealth by ending mass incarceration, which will improve the overall culture of crime in poor communities, and then watch as crime goes down.
The Tulsa Race Riot of 1921 is a great point on its own. The wealthiest black community in the US was destroyed by angry, jealous racists. This kind of shit was widespread. How can a race improve as a whole when they aren't given a chance to do so?

The slavery part is when they're forced to work for nothing or next to nothing. In next to nothing prisons they are forced to buy necessary stuff with their "wages." American prisons are not for rehabilitation and preventing recidivism, they are designed (with the help of laws) to keep people in a cycle of illegal activity and poverty. Drug laws are clearly designed to do so.
For profit prisons need to end. Creating a profit motive for high incarceration is a damn terrible thing. It's psychopathic. Every politician who takes money from the private prison lobby and helps them needs to be thrown in prison.

Actually it was 3 separate incidents. I told my buddy to be careful with dealing to the white trash, especially when they wanted ounces or above, but he thought he had a bit of an ego and didn't listen. Luckily I was only there for one incident.
Also, I'm positive that if we somehow made all resources and culture equal, the differences amongst racial IQ's would be largely nonexistent. You might see small groups with slight advantages or disadvantages though.
For instance, ethnic Jews have been persecuted consistently for thousands of years and I believe it's possible there's a bottleneck effect that has selected for intelligence. Look at how Ashkenazi Jews have dominated chess, and their disproportionate success overall as a group. You get some bad with the good, i.e. genetic diseases. I'm not saying this is all true but it's been a subject of curiosity.
Disclaimer: I'm not a new or black or anything. Typical white guy from Scandinavian/German/Italian ancestors. I've lived in places like Charleston and Columbia, SC with like 50% black populations. Always very kind to me, a lot of poor black friends I worked with, smoked with, drank with etc. Walked through plenty of poor black parts of the city, lived by a project once. Never had a problem. Bike theft by project kids and junkies around Charleston was the only notable and widespread issue I personally encountered. Then again, a drunk white college girl tried to steal my bike from out front of a Jimmy John's once.
