I did the same and got the same results as you OP, or the convo dies quickly. Probably because I have a low follower count and they see me as lesser because of it. It helps if you're messaging them regarding a subject or something, like responding to a thread they made if you share a hobby, but even then convos fade. You're more likely to make friends on discord than twitter, honestly. Even more likely here.
