LA city government doesn't approve many high rises. That, and the fact that for every unit built the developer is legally required to build a similar number of parking spaces in LA, meaning that a 200 unit high-rise is really difficult to build, because you'd have to find somewhere nearby to store 300 cars and land is fucking expensive in LA county.
